Spread rice evenly in bottom of 9 x 12 inch nonstick baking dish. Sprinkle with 1/4 onion soup mix. Place chicken on top of rice. Add remaining onion soup mix combine mushroom soup, water, and pepper. Pour soup mixture over chicken. Cover and bake 325ºF. for 2 hours or until done.
