1/2 teaspoon of dried chili flakes or cayenne 2 cloves garlic, coarsely chopped 1 tablespoon of brown sugar 1/4 teaspoon of salt 1/2 cup of Chinese red rice vinegar 1 thinly sliced green onion 1 tablespoon of cilantro leaves, coarsely chopped
